The reason is that the perchloroethylene remaining on the clothes after the dry cleaning has not evaporated.

Tetrachloroethylene is a solvent widely used in the dry cleaning industry. It is a toxic organic compound with strong detergency, but it has stimulatory effects on human skin. Repeated exposure can cause dermatitis and eczema.
